Udanda People’s Defence Force
Last night I recieved news that there were reports of Ugandan militia in or around Nyanza Province and Western Province. I waited utill I got confirmation from the ground. After several late night phone calls, I did confirm(from local citizens) that Ugandan Forces were indeed within Kenyan borders. Just within the last hour Ugandan Army Spokesman, Major Felix Kulayigye, confirmed the deployment of the troops on Tuesday, saying “it is to forestall possible spill over of violence in Kenya”.
He told The Standard on telephone: “The deployment is along our borderline, not to give any kind of military backing to President Kibaki. We are not mercenaries for anyone.””
So Uganda’s official position is that they have just beefed up security on the Border. However civilian boots on the ground claim that there are Ugandan militia operating within Kenya. Their Mission is unknown. I just wrote an email to Alfred Mutua, the government spokesman, asking him of his position on a foreign military operating in Kenya. Alfred am still waiting for your reply.
In the meantime, Ugandan President Yoweri Museveni has been quoted as saying that “all this lies on Raila’s shoulder”. Mr.Museveni has never been particularly fond of Raila and there were discussions before the elections about the implications of a Raila win.
So if we do have Ugandan militia in Nyanza province, many of you might ask why? Well, here is a simple answer. Uganda is a landlocked country that relies heavily on the political stability of Kenya for imports and exports through the Mombasa Port on the Indian Ocean and is dependent on the the safe passage of goods through Kenya.The political instability has had devastating effects on Uganda’s economy. Uganda, fuel prices have risen from USh2,400 (Sh100) to USh5,000 (Sh225). Most oil importing companies have reported that they have not replenished their stocks after their reservoirs dried up. So there is motive as to why Uganda would get involved.

MUSEVENI CONTRADICTS ENERGY MINISTER AND DENIES PRESCENCE OF UGANDAN TROOPS IN KENYA
Raila said Ugandan president Museveni has called him thrice denying there were Ugandan soldiers in Kenya. “Museveni was at pains to explain that his soldiers are not here. He asked me to clarify the issue to the Kenyan people.”
Even as Museveni denied this, the rumour of Ugandan soldiers killing civilians in western Kenya remained strong.

Alarm over alleged presence of Ugandan troops in Kenya

Busia residents told The Sunday Standard that some Ugandan troops have been sighted in town and in Port Victoria along River Suo.
“They are scattered all over along the borders with some patrolling along Lake Victoria,” said a secondary school teacher in Budalang’i District.
According to Nambale MP-elect, Mr Chris Okemo, some of the soldiers have reportedly crossed “no-man’s-land” borderline to Busia town on the Kenyan side.
“We have received reports that a number of strangers, whose mission is unknown, have been spotted in groups. We are still investigating the claims,” he said.
Bondo MP-elect Dr Oburu Oginga also claimed that people in Ugandan military gear docked at Mageta Island last evening in batches.
“The first batch of 12 soldiers who spoke strange Kiswahili arrived at Mageta Island past 5pm on Friday and asked for directions to Usenge and Uhanya beach,” Oburu said.
Oburu said he informed police in Bondo after more soldiers allegedly landed at Mageta two hours later.
“We are concerned with these strange military personnel in the area. The residents are worried,” Oburu said.
However, Nyanza PPO Ms Grace Kaindi denied the claims.
“That is nonsense. There is no way foreign troops can be sneaked into the country since we are not at war with anybody,” she said.
“We have laws that can help us deal with any security threat in the province. Residents should ignore rumours about Uganda soldiers taking positions on Kenya borders along Lake Victoria,” she said police investigation showed no foreign troops.
Similar strange military arrivals were reported in Bungoma, where they allegedly boarded six buses.
Suspicion has been high in Uganda over President Yoweri Museveni’s possible role in the Kenyan presidential poll fiasco.
Museveni was the only Head of State in the region to congratulate Kibaki for being re-elected.
Ugandan authorities have denied that its soldiers had crossed into Kenya.
Museveni’s Media advisor, Mr John Nagenda, on Sunday denied the claims.
Uganda’s Army spokesman, Captain Paddy Ankunda, also refuted the claims.
He said the only Ugandan soldiers in Kenya are training at the Karen Defence College in Nairobi.
So just because the “main stream” media is not carrying a story, don’t assume its not true.

Ugandan army uniforms found

Tension remained high at Malaba border after residents impounded a lorry full of Ugandan military uniforms.
The residents stopped the lorry, registration number KAV 018T, headed to the customs department and demanded to view its contents.
The besieged driver pleaded with the residents to let him pass as rowdy youths threatened to lynch him.
The angry mob was in the process of setting the lorry ablaze when riot police arrived.
Amid shouts of, “Open it, open it!” the residents almost overpowered the police, prompting Teso OCPD, Mr Joseph Kiget, to order the driver to open up the cargo.
Councillor Chrisantus Kipala, of Malaba Central Ward, and a few other people boarded the lorry to verify the items as residents cheered and broke into songs.
Pairs of Ugandan military uniforms and caps with State emblems were fished out of the boxes.
“Now you can relax because you have seen what the lorry is carrying. You can now let the driver proceed with his journey,” the OCPD told the crowd.
The residents told The Standard they will keep vigil at the boarder and are demanding an explanation from the Government about the Ugandan military uniforms.
Kenyan customs officials at the border declined to talk to journalists regarding the matter.
Ugandan security officials who had crossed the border to receive the consignment disappeared on realising the arrival of the KTN camera crew.
Tension has been high in western Kenya following rumours that Ugandan soldiers are in the country.
The soldiers were said to have headed to Nyanza, Western and Rift Valley provinces, where violence broke out after President Kibaki was declared the winner in last year’s discredited General Election.
Ugandan President Yoweri Museveni has gone on record, saying he did not help President Kibaki in his controversial re-election.
The Ugandan Electoral Commission also denied having played a part in the tallying of presidential results.
Museveni also attributed the post-election violence to the Electoral Commission of Kenya.
Museveni is in the country as part of a mediation team.

This is very bad news. Why are they IN the country? I understand that they are at the border within our borders???!!! Something is very wrong. Another country’s army cannot just enter another anyway they wish.. and I don’t trust them because of the situation in Northern Uganda. God be with us!
You have to understand that The Ugandan Military has a long history of crossing into Kenya’s border with total disregard of Kenyan Sovereignty. starting with October 21, 1987 when Uganda ammassed troops at the border and sent its agents into Kenya to pursue insurgents. Kenya at this time threatened retaliation and a war almost erupted. Things escalated when Moi threatended to close the border thus cutting off the Port of Mombasa to Uganda and Museveni threatened to cut off electricity from Jinja in Uganda. Recently Ugandan troops have had military operations in the Mt.Elgon area
This is totally ridiculous. Hw can the govt. allow this to happen, unless they are involved in the scheme. Joseph, did u send ur findings to the media? pls do, our beautiful nation is under siege!
Museveni does it again! Yoweri Kaguta Museveni. This man is by and large responsible for most of the wars that go on in central africa. Not any war goes on around central and eastern africa without the direct participation of Museveni in the form of troops. For some reason he likes to see anarchy around him because that ensures his continual power in Uganda and the region. Museveni helped kagame restore order in Rwanda and now he doesnt like the fact that Rwanda are prospering (because this will make Kagame stronger than him) so he is helping interahamwe in Congo invade western regions of Rwanda under threats of full-fledged invasion. He is the one responsible for the genocide in Congo. He killed garang and is now fanning more ethnic conflict in southern sudan. I could go on and on. Kibaki has sold us to the devil.
THIS IS AN APPEAL TO THE INTERNATIONAL MEDIA TO COVER THIS STORY AS SOON AS POSSIBLE. It is extremely likely that there is now a foreign military presence in Kenya. That foreign presence is being led by a dictator who has made his distaste for Raila Odinga known. It is very likely that this dictator has deployed troops to Nyanza province where the majority of Kenya’s Luos reside. If this isn’t news, then what is?
Word on the ground is that one of the missions of the Ugandan Force is to ensure safe passage of fuel supplies from Kenya to Uganda. I wonder what else their mission is

That had better be their only mission. I think if they were to start doing foolish things, it would trigger the Kenyan army to act who I believe are watching things closely.

Also, I would like to know your thoughts on the media ban. Do you think it is helping to prevent “alarming” stories that could incite more riots or is it harmful that is allows rumours such as the arrest of Pentagon Members which spread on Sunday to filter through, thus causing more unrest.
Is this a good by to EAC? The situation is very alarming, and I worry about friends in Nyanza. Ordinary people deserve better.
Sadly the international media is mainly covering the looting and rioting. Sure politics should not be left to these young men who run up and down beating and burning, and being beatten. I can understand their frustration and need to react, but it frightens me.

155 fuel tankers on the way to Uganda – govt

KAMPALA
Energy Minister Daudi Migereko yesterday assured the nation that 155 fuel tankers were due to be escorted from Nakuru in Western Kenya for crossing into Uganda.
Mr Migereko told journalists that the government had discussed with executives of petroleum companies and the Kenyan authorities on how to secure supplies through Kenya which is being convulsed by a post-election bloodletting turmoil.
“We expect 30 of these to arrive tomorrow and probably more in the next few days.”

If this serious allegations is true, then the Ugandan government should be quickly brought to book and if the situation persists, then the militia should be sought and destroyed for compromising our national security and sovereignty. This is a very grave act of war and should not be tolerated in any way. This is not Rwanda, Uganda, Congo or Burundi where armed forces are indisciplined and meddle in politics.
Uganda has been doing this for years. From chasing insurgents well into west Pokot to military operations in the Mt Elgon area. A basic search on the internet will show the history of the military crossing Kenyan borders
The good news is, this will hopefully attract more attention to the situation in Darfur. If this affects the oil in Uganda and the supplies that are transported through Kenya, more people will hopefully put more pressure on teh Chinese government to put pressure on Uganda as their #1 buyer of oil. One of the main ways to do this is to boycott the Summner Olympics in China that they are very proud of. There has been a few activists, including George Clooney, that have spoken with Chinese government officials and even dubbed their events as the ‘Genocide Olympics’ to develop bad press so that they will conform!
Museveni feels that a Raila win would prove that true democracy is workable in Africa. He is just another African strongman who rode into power on the crest of bringing good governance and accountability. But ones he tasted power, you know just how he changed tune. Let him deploy his troupes in Kenya but the truth is that a time will come when he will rue such decision. They won’t bring Kenya down no matter how hard they try. For your information, the person who has helped broker such a deal is vice president Moody Awori who has a very rosy relationship with Museveni and whose blood brother is a minister in Museveni’s government. Yes, in Uganda! Awori was deeply entangled in the Anglo-leasing scandal and that gives him even all the more reason to oppose a Raila presidency to the hilt. That’s the truth even if they deny.

Since the EAC is in place, it is proper to send the Army to help stop the violence in Kenya just like the Ugandans have done in Somalia, there is no problem with the Ugandan Army being in Kenya to stop violence.

Museveni must know that we as kenyan will hold him accountable. when we are through with kibaki, we will come for him. we know he runs a rag-tag army with countable helicopters. and when we come for him, his rebels(LRA) in the north and rwanda from the south might just get an opportunity to catch. He must know that there is a new generation of Kenyans who do not forget. however long it takes.
Moi is deep in the scheme to not let go of the presidency of Kibaki. Awori is neck deep in too. Saitoti is a beneficiary and Kalonzo is a hypocrite. Museveni has an interest in not having Raila take the mantle. Museveni is sneaky. Remember, the goldenberg and the Anglo leasing scandals? Raila, the Pentagon group and the Kenyans are the culprits. Fellow citizens, let us all rise to the occasion and say NO to the illegal and illegitimate presidency of Kibaki. Raila, please do not accept nothing short of re-election in 3 months and transition government headed by the speaker of the house pending a presidential rerun. Please DO NOT accept the ceremonial prime ministership. We also ask the foreign powers to start denying and cancelling Visas of people like Martha Karua, Mwai Kibaki, Moody Awori, George Saitoti, Raphael Tuju, Uhuru Kenyatta, Kalonzo Musyoka, John Michuki, Lucy Kibaki, and the rest of those disgruntled greedy people in this self imposing government. The issue facing Kenya is not tribal. The politicians are using cheap political gimmicks to make it look so. All Kenyans in the diaspora need to rise and condemn what seem to be a cancer in our country. Kibaki need to step down and do it immediately. He will not effectively rule. He has a minority in parliament, he will face political isolation, economic embargo from foreign powers and poorly perform in his bide to deliver to the people of Kenya. Kenyan economy is facing bleak future and uncertainty. The massive unemployment and no foreign investment will soon set in. The FREE secondary education promised will not materialize. If it does, will not not for too long with Kibaki in power. The tourism industry is facing layoffs already. We shall see rise in NGOs and more security companies taking a lion’s share of employing the people. That is a sign of bad economy and little or no productivity.
It is hard to imagine that the Ugandan forces would commit more heinous acts than those committed by kenyans in rift valley province. Burning of women and children in a church is about the lowest even the lowliest of animals could go. So I say, bring them on. There’s no sovereignty to preserve in the first place. Wazungus have being doing whatever they want and getting away with it for a long time. Remember the rape of Maasai women by British troops? Whatever happened to that story? Do you think if terrorists had bombed the kenyan Embassy in Washington, DC the US would have sent them to Nairobi for trial? Those advocating for violence should know that things could get worse. And if it takes Kaguta to point them in that direction then so be it. The real story is that these murderers, rapists and looters supported by the opposition want to exterminate the Kikuyu without interference. Good luck killing seven million.

kenyans are now able to see who were the rightful custodians of presidency. kibaki having said they have the numbers to win in parliament thinking there was going to be rigging, what a shame when those who didnt brag won the two powerful seats i.e speaker and deputy. how will they in PNU conduct business in the house where the executive is in opposing side? to avoid more embarassing moments kibaki should humbly step down from that not so good seat and go for a re run or if his pride is too much to do that he should go into self exile and let kenyans have their choice. kisumu was burnt, as the residence claim by ugandan forces though members of pulic did the looting. homes have been identified where the troops are said to be housed yet no investigation has been done, thus the killings will continue if kibaki cannot see sense. All in all kibaki cannot be a president leading only two provinces in a country where there are eight provinces.
ODM in paralyzing parliament will only aid in cementing dictatorship. After all they gave the President wide reaching powers and if they don’t want to earn their pay Kenya will be governed through executive directive. Rather than thumping their chests for winning the speaker position, ODM should use the position to foster reconciliation and to get ordinary Kenyans out of misery.

After Amin’s regime was overthrown, a Commonwealth training force was sent to reorganize the army, which proved difficult. In 1987, the National Resistance Army (NRA) was established as the national army in the wake of another civil war. Thousands of defeated guerillas were given amnesty and integrated into the NRA, swelling its ranks to as many as 70,000–100,000 men, armed with outdated US, UK, and Russian weapons.
The Ugandan People’s Defense Force was estimated at 50,000–60,000 in 2002 and consisted of four divisions armed with approximately 140 main battle tanks. There was an air wing with perhaps 16 combat aircraft. Paramilitary forces consisted of a border defense unit of around 600, some 400 marines, a police air wing of around 800, and local defense units numbering up to 15,000. Uganda has some 3,000 troops stationed in the DROC. Defense expenditures in 2001 were reported at $121.3 million, or 2.1% of GDP.
this ,man Kibaki whatever the hell his name is should be kicked out of power ´by force, am really angered by the fact that innocent people are losing their lives while this politically impotent man and his barren fruitless wife Lucy Kibaki are enjoying the friuts of theft. If we are a nation under God, we should advocate justice and equality for all. We should not promote tribalism, tribal remarks that have occupied kenya for the past 40 years or so. We should know that the Kingdom of God is founded on Righteousness and Justice Psalm 89:14. Where is justice in kenya? Where is righteousness in Kenya? These two are the pillars for peace. Without them you can not hold any peace. Pleace lets forsake our tribal pride and demands, and dominancy and let us esteem each others and prefer each other to promote love, mercy, juctice, that we may have peace with our neighbours.
Lets not hurt one another, lets not talk high because it only oangers others and the end result is violence. We are all wrong. We have all gone astray. Isaiah 53. Lets not boast in our tribe and evil that we have done stealing other people’s rights – Votes, property, homes etc. Read Isaiah 59. Lets all condemn evil and let us not call evil good and good evil and make who rans from it become a prey (victim to be slaughtered).
Lets start from the very beginning and lets repent that God may save our country. We all slept during the campaign and election time believers. We all went our ways supporting our camps and God saw the injustices that have been going on for decades and He withdrew His protection and the enemy came striking us. For example why should majority of Kenyans be so poor that we cannot afford a meal a day. Why should people live in slums while we claim we had have peace and stability over 40 years – what stability and justice is there where our people live in mathare, kibera and in dire poverty in all parts of Kenya and beyond. This is the reason we are paying the price. – we have sold ourselves to corruption -bribery for every single service you get in the country – brethren this is ridiculous -lets change this norm. We planted seeds of hatred, tribalism, self-pride due to our tribes, we even boast with God- unfortunately God does not uphold those who boast and do wickedness. He resists the proud. Let start with righteousness and justice. Proverbs says Righteousness exalts a nation but wickedness (sin) is a reproach to all. This is why reproach has come upon us.
People of kenya lets return to God and let us execute mercy and justice to all. Let us walk together as one man. Let us unite for we are all God’s children – neither is one suprerior or inferior before God- all are equal. Therefore let show equality to all. I love you all Chege
What is this outrage based on unresearched and untruthful information? Some one metioned that Agrey Awori is a minister in Uganda that is false! The Monitor article quoting Ugandan minister is selectively quoted to suit the story line and qouted out of context.
Why are you people trying to stir hatered between the two countries? It is in M7’s interest and all Ugandans that Kenya is peaceful and would at no point thus send troops into Kenya. The so called alleged incursions after cattle rustlers are joint operations agreed upon by both governments to try and stem cattle rustlling between people on boder towns. There are a number of Kenyan refugees in Uganda who the government is even taking care of much better than Ugandans themselves (flood victims). They have been well accomodated, provided for and protected (even from poisoning from some fellow Kenyans that infiltrated the camp). We (Uganda government) protected and helped shelter the over 200 Kenyan children that had been stranded until they went back home. Thousands of Kenyan students are in Ugandan High schools and Universities (they are treated well). There is so much the Uganda is doing to help and pray for Kenya because when Uganda was in need Kenya helped us. Why is it that some people are insulting our kindness and compassion for our Kenyan brothers? Who are these unfounded romours benefiting? I guess they are serving the intrests of those trying to divert attention from the problem at hand – and that is that the election tallying process was a sham and that now there is a political and human crisis in Kenya. Let that be the issue and that should be dealt with and solved. Who is shooting the inocent children on the Kenyan streets? Is it the UPDF or the Kenyan police? People don’t fall into the trap of being diverted from the real issue. We as Ugandans are praying for Kenya ad we pray that peace shall prevail. Leave M7 and Uganda out of this.

For Kibaki to allow a foreign troop presence to enter the country and kill Kenyans on KENYAN SOIL is an illegality and against his oath of office. It also allows UG to send it’s spies to scout out the military installations and other strategic potential military targets.
